Tier 1Postal and standards authorities

Externally audited programmes. Treated as fact where a vendor's certification is verifiable against the authority's own material.

NotesOn citation practice

  • Access dates. All URLs were accessed in September 2026. Vendor pages change without notice and without version history, so a claim cited here may no longer appear at the same URL.
  • Attribution. Where a figure originates with a vendor, the report says so in the sentence that uses it. Accuracy percentages, uptime figures, latency ranges and case-study outcomes are vendor claims unless attributed to a postal authority or an audited certification.
  • Competitive material. Tier 4 includes vendor-authored comparison pages. These were read to identify claims worth checking against primary sources, never treated as neutral evidence.
  • Absence of a citation. Where the capability matrix shows a dash, it means the vendor does not publish that figure in a place a buyer can find without a sales call. It does not mean the capability is absent.
  • Portal listings are cited as listings, not as endorsements. A product appears in the directory because G2 or Capterra placed it in the address verification category. For twenty-two entries the report states explicitly that the categorisation looks wrong.
  • Review counts move. Every rating and count cited here is a September 2026 snapshot. G2 and Capterra figures change continuously and neither portal publishes a version history, so these numbers cannot be reproduced exactly at a later date.
